I recently bought a 16 gig kit of kingston hyper-x DDR3L ram. My PC wont boot up with it though. Could this be because my q9400 cpu doesn't support ddr3l? or does that not matter?

The "L" stands for low voltage, with that RAM you have operating at 1.35v. It sounds like your RAM isn't high enough voltage. DDR2 runs at 1.8/2.5v, and DDR3 runs at 1.5v. Your mobo is expecting a higher voltage from the RAM than it's getting, so no boot.
