If you want the lowest prices upgrade as soon as possible. As DDR4 enters the mainstream eventually DDR3 price will start to rise much like DDR2 did. Of course this won't happen tomorrow or anything but I'd give it max a year before it starts.
The prices of DDR3 will start to rise, it will not happen at once, but after a year or two DDR3 will become what DDR2 is now.
For your information - 1GB DDR2 is approximately $15.
