DDR3 RAM Not Displaying as 1600MHz

I have 2 x 1600 DDR3 RAM cards on my computer but on CPU-Z it shows my DRAM Frequency as 665.1MHz.

Is this correct or should I move the RAM to a different slot on the motherboard?

My motherboard has no branding and is the motherboard that comes with the E93 Lenovo ThinkCentre so that's not much help.

Unfortunately not. I can't get into UEFI BIOS because this board throws an error saying, "Error Code 1962-No Operating System Found." In the legacy BIOS I cannot view any information related to RAM.
