Yeah it can, if that's the case then the 2666 is the better choice.

No, because it is overclocked, but you will have to set its timing and speed in BIOS (easy job, just read the timing of the memory and set it manually in bios).

It doesn't really matter for the OP, but usually, when memory has to run at lower clocks because of motherboard limitations, it also runs at lower latency. 2666 CL15 RAM running at 2133 will probably use CL13 or CL14. The only way to know for sure is to look at the RAM's SPD info.
