What would technically be faster, clock for clock?

1600mhz cas 9 ddr3

or

2133mhz cas 15 ddr4

Trying to justify the jump to X99 platform

It depends.

My take is that DDR4 is not good yet, being more expensive. Both for the ram and the platform.
The Intel ram controllers are so good that they anticipate cpu needs and can keep the cpu fed with ram data from any speed ram.

Benchmarks can show differences, but real app performance seems to not be impacted much by varying ram speeds.

I would not go to the X99 platform unless:
You need more than 32gb of ram.
You need more than 2 X16 slots for graphics cards.
3. You need 6 or 8 cores for multithreaded production apps.

If your usage is gaming then stick with Z79 for now, or wait for Z170 skylake.
