Dead Board Sys Fan Heat

Just Bought a Motherboard Giabyte F2a78m and when i plugged it in and tried to power it without any component except the CPU it wont turn on and the SYS FAN pins start to heat up, is there any external cause making this happen? or is just that the Motherboard is defective?

Why SYS fan ? Don't you have CPU cooler ? It's fan should be connected to CPU_Fan connector on the MB.
