I have a Dell XPS 15 9570 running Win 10 build 21H2 64 bit. It has two graphics cards. Nvidia GeForce GTX 1050 Ti and Intel UHD Graphics 630.
The problem I have started out with vertical lines on the screen at startup. I would have to restart once or twice to get a normal screen. I could then use the computer with no problem. I checked in "Device Manager" and both graphics card icons had a very small yellow indicator hanging out the bottom of the icons. I suspected that these yellow marks were telling me there was a problem. But I'm not sure because they were so very very small that you could hardly see them. At this point I wondered how both cards could have a problem at the same time. Anyway, I went ahead and updated the driver for the GTX and there was no update for the Intel 630. This didn't help me at all. So I did the F12 button pushing at startup and when I got in there I ran "Diagnostics". I had one error code 110689 that said "the (video fan) fan failed to respond correctly". At that point while I was still in there I decided to run the diagnostics on the software. It started and very shortly after it started it wanted to reload Win 10. I chose to reload the software but keep my files and it started. At some point I was asked to restart the computer and I did. After I did that all I got was a black screen with a little bit of light around the edges of the screen and I could hear "Cortana" telling me to make selections which I couldn't do because I couldn't see the screen. So now when I boot this computer all I get is a black screen and I can't get past that black screen. So the question is how to get this computer up and running? Any help would be appreciated.

Your post is confusing. How many monitors are you using? The UHD Graphics 630 isn't really a graphics "card", it's embedded in your CPU and if you are trying to use it, you need to connect your monitor to your motherboard, not the GTX 1050ti. Are you connecting your monitor to the back of your GTX 1050ti, or are you connecting it directly to your motherboard? What kind of cable are you using? HDMI? DVI? Display Port?

Edit: Sorry. I missed the fact that this is a laptop.

I received this information from a member of this forum in regards to my laptop:
"A laptop will sometimes have two graphics adapters.
The 630 is a low power adapter used when on battery power to extend run time.
The second GTX1050ti is for fast action gaming when plugged in.
The yellow mark is an indication that the device driver needs updating. "
If I open "Device Manager" and then click on "Display Adapters" it lists both devices. I have just the Dell laptop as I stated in the beginning of my post. No extra monitors or anything else connected to the laptop.
