Dead hard drive and optical drive

Okay so i replaced my dead seagate 1 tb drive with a 2 tb drive. what do i do now to connect to the internet. My optical drive also failed the "spindle test", as per Dell's diagnostics. By the way, I was running Windows 7 Home Premium

You need to reinstall the OS either from the recovery DVD that you should have created or from the installation media. Replace the DVD drive if you need it.
