dead mobo - trying to figure out components

Dear friends,

my laptop is completely dead, no lights, no screen, no fan, nothing. it is Dell inspiron 3537 i7 4rth gen with 8gb of ram. so far i tried everything, taken to dell service center and a repair shop. the end result is motherboard could not be fixed and must be replaced. motherboard model number is AL-9982P

and i have got offer from local vendors for about 120 usd on exchange, i am not fully sure its a good idea to replace the motherboard as i heard all mobo are used repair put on resale. what do you recommend ?

i have seen a chinese seller on alibaba selling one for 50 usd, but the picture shows that out of two largest chips (one being cpu) one of them is not present in pic from seller page but this chip is there in my mobo, it is square in shape and other one is rectangular both are connect to a common heatsink. is this chip graphic card? can lappy run without it?
