DEAD quiet Computer BUILD

Hi there,
I'm looking to build a dead silent computer to be left on 24/7 as a server (wont be doing much intensive tasks, mainly using it as a fileserver) , I've got a few rough ideas but I was wondering what you guys think?
I know I need a CPU with a very low TDP, also with the fanless PSU's I have a feeling that heat may be a issue being left on 24/7

I thought about using the raspberry pi, but I don't think its powerful enough really to run windows 8.1, I would have to use windows RT but of course I can't download any programs then ;)

My best input would be to run a <35Watt cpu with something like the Hyper 212's heatsink mounted. Many people have done this exact build, you should check out anandtech's forums. If the chip runs too hot for your liking, or even if it just gets too hot out, you can underclock it a bit :)

What programs are you looking to use? budget?

1. Teamviewer so I can send a WOL magic packet via that computer/server to my other pc (Had a few issues with WOL :) ) also a few other low intensity programs so nothing that's really going to put strain on the CPU.
Budgets: £300-£600
And underclockings is a really good idea and if I needed to run a more intensive program just overclock :) Genius! never thought of that...
