The game is really badly optimized, and you need some serious GPU horsepower to try to brute force your way through it. Midrange cards struggle with the game if you set the render resolution to 1080p or 'high', you pretty much need a top end card to render the game's assets at 1080p, and even then performance isn't that great. The cherry on top is the game doesn't support SLI or Crossfire, so you can't even use multiple GPUs to try to brute force your way through Capcom's spaghetti code.

From what I've read, the best way to improve performance is to drop the render resolution down to 720p or default. It drops the quality down to something similar to what it was on the Xbox One, but it does significantly improve performance, and you should be able to stay above 30FPS most of the time. You'll still see random framerate drops though, even with turning the settings down, it's just a very bad port.
