That said, I found the Neo Eco 400 - if this is what the label says:
then that 30A on the 12V rail means this is effectively a 360W PSU.
95W PSU (let's say 115W for safety), and, say, 70W for the motherboard, drives, etc puts us at 185W total. That leaves about 175W left for the GPU.
You probably COULD go with an RX570
if you find one that only needs a single 6-pin connector. That's a 150W card, though, so if you max out (or slightly overclock... probably not a good idea) the CPU, and everything's running full tilt, you're then getting close to this PSU's limit. If it were a known, high quality model, I'd say you can be fairly confident. But, I have my doubts as to the quality of this one.
Cards like the 750Ti, 1050Ti, etc., perform less than the RX570, but also draw less power. The RX470 performs a little less than the RX570, but also is a 120W card. If you can find that one inexpensively, it would be a good idea.
Or, if you want to play it absolutely extra-cautious, you can get a 570 and underclock/undervolt it slightly.
