[SOLVED] Default save location not working!

So I have the default save location of all my files set to my E: drive but yet every single program I download will try downloading itself into my C: drive and I just don't have enough space to do that its going to break my C: drive. For example I downloaded winrar, the download file from chrome went into my E: drive and when I installed winrar it installed automatically on my C: drive without ever asking me. Is there any way to fix this?

My C: Drive (SSD) is 125 GB
My E: Drive (SSD) is 1TB (and new)
And this is why a 120/128GB drive is no longer of rational size as the C drive.
Fills up far too quickly.

But...applications (apart from games) don't really take up that much space.
Things like WinRAR? Trivial.
Do you know how to change where they install?
During the installation of each application, there is generally an option to choose where it installs to.
Any function that forces everything to be installed elsewhere WILL break your system. Some things NEED to be installed ont he C drive.

What drives are you working with here?
What size/type?

Things like Steam games..thats easy.
