Question Define C - Standoffs under motherboard

I have a stupid question concerning motherboard standoffs:

I bought a new case for my computer, normally they come with 9 x motherboard standoffs.

This one only had 8, and at the center it had one like this:

My question is: What exactly might be the purpose of putting only 8 x normal ones with a case, and one of these that you can't use with a screw, that only sits under the board?

Wanted to ask this since I found this rather peculiar, haven't seen such a thing before and wondered if it has some purpose I didn't understand.
 
I don't think there's any hidden meaning to it.
I work with circuit boards in equipment a lot.....not just motherboards.....and I find all sorts of different ways that are used to support the boards.
I've seen what you are talking about.....and all sorts of other clips and brackets etc.
I think there is probably a reason it was designed that way....but I don't know what it is.

Another thing is.....sometimes the pads on the MB for the standoffs need to be grounded to the case....sometimes not....and sometimes they shouldn't be.

If the black one is plastic....that might be why.
