Question Delay and input lag in online games ?

Hello, for a long time I have been experiencing a lot of delay and input lat in online games and especially in League of Legends.
I have a stable ping between 30-40 ms and high fps but the game responds super slowly, for example the skills and auto attacks in lol respond very slowly and with a delay. The strangest thing about this is that the longer I play, the slower it is. I have tried several things, I have changed PC, I have changed ISP, I even changed cities and with a new ISP and the same thing keeps happening to me. It's almost impossible to play like this. If anyone can help I'd appreciate it
 
thanks for the reply. It's not because of the mechanics because the longer I play the performance gets worse, at times it works more or less well but then it gets worse, it's not because of the mechanics either because the champions and their abilities are delayed. It also happens to me in other games, in action RPG like Path of Exile.
 
The reddit post does talk about a game mechanic that is canceling auto attacks, but that's not what happens to me, auto attacks work with a delay for me
 
If it is hardware related then you're going have to list full specs of previous and current pc and if any hardware was reused.

Cpu & cooler,
Motherboard,
Drive configuration for OS and games and how full,
Memory,
Graphics card & display,
Psu model and wattage,
Windows and any startup applications installed

I'm thinking there might be a connection between new and old system, something that has been persistent and hopefully something simple. Ie, some application that records your game play for example like Game Bar or some other app you might be continuously installing. That's just an example, something consuming resources over time. Discord might be another example. Regarding resources though, have you checked task manager when this lag begins to happen whether there's any notable high processes taking place by sorting cpu/memory columns highest to lowest? Also check cpu temps while you're there and might as well scan for malware.
 
I have already looked at the temperatures and generally it is at a normal temperature, between 60-70 degrees, this varies depending on the game but in League of Legends, which is the one I play the most, the temperatures are low. I don't have high processes on the cpu or GPU. As I say, this happens to me on several PCs, even on my mobile phone, it's something that's been happening to me for years, now I've changed cities and ISPs and the same thing keeps happening to me. Sometimes when I change the DNS and put a new one the performance improves but after a while it gets worse again.

I live with my girlfriend and exactly the same thing happens on her computer and mobile phone. I am from Spain and before I lived in another city and had Movistar contracted, now I live in another city with a new isp.
 
I have tried many things, I changed the components of my PC, I tried a new PC, a new mobile phone, I have changed many things and nothing has solved the problem, the only thing that more or less improves performance is changing the DNS and IP, but after a while of playing it gets worse again.
