delay and input lag on windows 10

good day

i have a problem on my computer after installing a new motherboard,and doing a clean install of windows 10,the movement of my mouse and keyboard are delayed on my monitor and,and i have no idea where the problem lies.

the mouse movement feels very heavy like its floating after where i am moving the cursor position, it happens on my desktop and while playing games.
the problem also gets worse when i start a game it will immediatly feel more unresponsive and slow

things that i tried to solve this are:

comletely new install of windows 10 64 bit on my ssd.

downloading the latest motherboard drivers and the mobo bios is on the latest version.

i have all the latest windows updates.

checking my temperatures on cpu and gpu while idle and in games they seem normal.

clean installed the latest nvidia drivers,i tried 4 different versions.

i checked my mouse and keyboard on my laptop and they both work fine on there.

i switched motherboards and on both were the same problem.

i changed my psu and ram,different hdmi cables.

i disabled the xbox DVR option.

since the problem seems to be on both the keyboard,and my mouse,i feel like it could be a problem with the usb drivers,but then again i tried 2 different brands and type of motherboards and they both have the same issue.

this rig is mostly for gaming and work,and games are pretty much unplayable and i cant enjoy it with this delay.

my specs are:intel i7 4770k cpu

GPU nvidia gtx 1070

8GB ram ddr3 1333hz

PSU:Corsair TX550M

motherboard:asus h81-plus

monitor LG24mp55hq

i hope someone can help me with this problem because im all out of ideas at this point.

update:

a friend told me to use a program called Latencymon,i let it run for 30 minutes and it found some problems,but i have no idea what they mean.

when i have no programs running in the background everything seems fine,but as soon as i start a game,the first 2 bars on latencymon turn red.
i ran the test a few times and it is always nvidia windows kernel or directx graphics kernel that show up causing the most problems.
i tried google and most people complain about audio popping and cracking but i dont have any of those problems.
i am not even sure if this has anything to do with the delay and unresponsiveness i am experiencing.
can someone who has any idea please help me.

Under device manager, locate your mouse and keyboard. Right click on them and select “Update Driver” and allow for Windows to search online. See if that fixes it.

If not, try updating the USB ports you have the mouse and keyboard plugged into (and all others, of course).
 


they are both wired,i already checked the websites but they dont have any drivers,my mouse only has some software to change dpi settings etc.
i think the problem is not with my mouse and keyboard because when i play a game and i turn on vsync the delay gets insane,it takes 2 seconds just to turn around.
