Delegating ACL administration on certain Folders and Files

I just hired a Network Tech. and I need to give him rights to certain folders
to allow him to add users to the ACL for those folders and manager their
permissions. I do not want him to be an administrator just enough rights to
add ACE and manage ACLs on the specified folders and file. I cant remember
what rights he needs to do that. I gave him read and change permissions on
the directory bu that doesnt work....What am I forgetting????? Thanks in
advance for any help!

Give him Full Control permission on the folder,
or
Change permission and make him the owner.
