Delete old windows files

I have upgraded to an SSD and i am now trying to use my old HDD as a storage device. So i have everything installed ect. and i get around to deleting the windows files off my HDD but it wont let me, i try to delete the files but it always comes up saying "you require permission from administartors to make changes to the folder" but i am the f***ing administrator ! this obviously gets me mad. Ive messed around with the permissions ect. in the securty tab of the properties of the folder but nothing seems to be working. Please help me delete some bloody folders!

Boot the PC from SSD, go to the desk management, format the whole HDD if you don't need any data in that HDD.

I dont want to format the HDD because it has all my files that i need. I would backup all the files if i had somewhere to put them but i dont.

Perhaps, you should re-set the privileges of these files or folders:
