Deleted Desktop Shortcuts Keep Reappearing After Reboot Windows 10

I have these exact shortcuts that appear every time I restart. I've deleted them though and I also emptied the Recycle Bin. But they still appear every time I restart.

I'm running Windows 10 Build 16299.431 (not sure if that helps though).

Do you guys have any ideas?

Try Shift+Delete to permanently delete.
