Deleted files still taking up hdd space

i deleted a large amount of files from my hdd using a incinerator tool. but for some reason my hdd free space didn't increase.

i used "windows 10 setting - storage" to see if the deleted files were still in my "c drive" and apparently its in the "recycle bin", but it's empty.

i have no idea what to do, i can't delete something that's not there.
 
Even if you did find the $Recycle.Bin file in the root of a drive, you wouldn't be able to access it or delete its contents directly - it's protected.

Instead just right-click on the Recycle Bin on your desktop and select "Empty Recycle Bin" - or if you want to have control over what you delete, open recycle bin, select files and delete.
 


i can't because the recycle bin on the desktop is already empty, windows settings/ storage is still saying that its still in there.
