So I reinstalled windows on my custom built pc. I have one ssd (C:\) and hdd. While reinstalling I accidentally deleted 500MB recovery partition but from hdd. Why the drive on which OS is not installed need such partition (ssd always created it's own) and what was stored on it? Do I need it? Can I just add those unallocated 500MB to the other hdd partition?

Solution
When installing the OS, it is highly advisable to have only the one drive connected.
Otherwise, you have issues like this. The install often puts those partitions on the 'other' drive.

That 500MB recovery partition is not absolutely critical, and you don't need to manually create it on the SSD.
