Dell Dimension 4550 Logon user interface DLL msgina.dll failure to loa

Hello all, I'm desperately in need of some help! I have a Dell Dimension 4550 desktop computer that I can't use. I start up the computer the windows icon and loading bars are on the screen and then the screen goes black, and the logon user interface DLL msginadll failed to load contact your system administrator to replace the DLL, or restore the original DLL. The deal is I purchased the computer off of craigslist... and have none of the system restore or software discs. Is anyone computer savey enough to remedy my problem?

Chase down friends or acquaintenances that have an XP CD laying around, and use it to repair the OS.
