Dell Fans spin then stops and repeats!

I bought a dell mobo and CPU combo. The CPU is a intel core i5 3470 and a dell optiplex 7010 mobo i think. I could use the case front panel connectors because dell use their own. so i took a screw driver to see if it posted and the fans on the GPU and the cpu fan started then stop and repeated. no post. i tried use on board vga and did samething.

That DELL 7010 mobo has an onboard buzzer so you should be getting one or more beeps when you try to start it.
Any beeps ?

Have you connected the 4 pin cpu power connector on the mobo ?
Have you got ram installed ?

Dell uses an ambient temperature sensor in the front I/O panel. It's usually best with dell to get the whole system. parts swapping even between Dells is fraught with perils.
