Dell Inspirion 13 7000 series reset to factory settings

Hello, I am not the original owner of the laptop, I purchased it used. The previous owned didn't reset the laptop to factory settings before he sent it to me and I can't figure out how to restore the laptop without knowing the password. I have spent hours trying to figure it out and I can't seem to find it. I spam f8 and nothing happens (goes right to login screen) and I have also looked through the boot menu and saw nothing to help me reset the OS (Windows 8). Please help
