My sister has an old Dell Inspiron 660s from 2009. I am trying to help her upgrade it. I was looking at just upgrading the GPU to a low profile GT 710 but I realized that i'd probably be better off upgrading the PSU first (as it is a crappy 220w PSU). I found this PSU on amazon and wanted to know if it would fit well enough that the case could be modded to accommodate the change in PSU size.

If this PSU works then would a low profile GT 1030 (or GT 710) work with it?

Nvidia says the 710 is 19W, a 1030 GT is 35W, stock psu should be able to handle that no problem. 1030 GT low profile single slot ddr5 version is a little behind a 750 TI. As the 660S is, max upgrade is I7-3770S (65W), 8GB (2x4GB) ddr3 1600, and 1030 GT ddr5 single slot low profile

If you wanted to rebuild it with current parts you could use a ITX motherboard in this case with a single x16 pci express slot, the PSU has 24 pin and 4 pin power. Then it could take a 1050 TI low profile. The OEM board has an x1 slot then an x16 and the case prevents a 2 slot card in the outer slot. Takes dedication to a small form factor to do this though, easier to build a mini tower. You could gut the 660s and put it into a MATX case with a new PSU with a 6 pin to have more video options. regular sized cards, 1060 6gb, etc.

Two links show someone put in a I7-3770S

Thank you. My sister just bought an MSI GT 710 1GB GDDR5 with no fan, just a heatsink. I will see if it works in the system. :)
