Dell Inspiron charger wiring

I have a Dell charger with the connector to the laptop having come off. I am looking to wire it back together. I have a thick black cable, a thick white and a thin blue. I just need to know which way around to solder the wires onto the plug. I think it is black on the outside, white middle and the blue wire in the centre. Is that right?

I'd suspect the connector is pin-positive / shell-negative, so use a multimeter to figure out which wire is which. since you've got 3 wires, I'd suspect the thin blue is the voltage sensor wire which would connect to the pin at the connector end (to sense the voltage drop along the wire and let the power adaptor compensate accordingly)

The problem is I don't have a multimeter - I am away from home and need to fix this. There is an image of the wires
