Well if it is a 300w you most certainly need a better PSU before you use that graphics card. I recommend this: http://amzn.to/1nhjIr2. It's cheap, semi-modular, and pretty solid inside and out. While if it was a quality PSU, 300w would probably be just enough, but prebuilt PC manufacturers almost always cheap out on the PSU. Before you buy it though I would make sure your PC runs fine without the 6670, to confirm the reason it's not booting is the PSU is powerful enough for the card.
 
I have booted the pc without the card and its running fine, but as soon as the card is installed it sticks at the boot screen with no access to F2 and F12 options. Thanks for the suggestion, is there anything a little cheaper? And thanks for all the help!
