Also, on another PC, download the
Windows 10 media creation tool and use it to make a win 10 installer on USB
I don't know how helpful safe mode would be... you can try to get into it from the USB
change boot order so USB is first, hdd second
boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode
but if its stuck, it may not let you into safe mode or more likely, the start up options menu isn't a choice at all.
You could try a reset but if windows is getting stuck on undoing an update, that may not work all that well. You can try though
boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose reset this PC
choose keep files/settings (Files = library folders, like documents, music, pictures, movies. Settings = logins and desktop settings)
If reset fails to work, I would do a clean install

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished
On the screen where you choose where to install win 10, if it gives you an error about GPT drives, delete all the partitions on the hdd and press next. If it still gives error, cancel out of the installer and restart PC and start installer again, it will accept next on that screen this time (some PC just need a restart here)
