Dell Inspiron One: Boot-up screen corrupted with blue artifacts

Just as the title says, an All-In-One computer that my friend wants me to fix will not even boot up properly. It will not receive input and I've tried to reset the CMOS, but with no luck. Same thing happens. The only thing I could think of is to flash the BIOS, but it's kind of difficult to do that when it freezes upon startup. The motherboard possibly sustained damage, but upon physical inspection, I'm not seeing any sign of damage. I'm not sure what other details I can provide as I can't really do much at this point.

I've checked all the connections, and they seem to be fine. I unplugged the screen from the motherboard, and turned it on, which gave me 5 consecutive beeps, as it should. After plugging it back in, it proceeded to do the same as before. And I'm not exactly sure how to test the graphics card, considering it's an All-In-One, so that very well may be the issue. If nothing else, I could find a replacement graphics card for it if no other option is available and if it is viable to even replace it.

If it helps, the actual product is Inspiron One version 2305.
