Dell inspiron problems

Okay so I had to restore my dell inspiron after a hard drive crash. I turned it on and everything ran well except for a few things.
1. My touchpad continues to work even after I use sticky keys to disable it
2. I used to have it so whenever I would change my volume or screen brightness, a bar would pop up like a mac would with sound. How do I get this back?

Whenever I pressed the volume up/down keys, contrast up/down keys, the media player play/pause/next buttons, etc., I used to get a notification or display on the screen. It's a transperant blue box which used to show the current status of volume or contrast. When I tapped the radio buttons, it would show whether the Wifi/bluetooth was on/off. Kinda like the volume notification on your TV when you use your remote.
