Dell Monitor stuck in power saving mode.

I can't get my Dell monitor to boot up. I got this computer and monitor from my grandparents, they had it set up just fine at their house, just got a new one. The monitor and HP computer are connected via VGA cable, but when I start the computer, the monitor just says "Entering power saving mode". I don't know where my problem lies or how to go about fixing it, seeing as I only have the one monitor that won't display.

Then you should be good with the DVI cable, if the card is exactly as linked then it has no VGA port and if you plugged the monitor to the PC with a VGA cable that means you plugged it to the disabled onboard video, thus no video signal and the resulting power save mode on the monitor.
I plugged the monitor into my laptop, and it worked no problem. I don't know about the video card, but all my grandparents did before giving it to me was unplugging and putting in its box it so I can only assume it has one? I don't know.
 
according to this link http://support.hp.com/us-en/product/HP-Pavilion-HPE-h8-Desktop-PC-series/5080764/model/5110026/document/c02859295/ under video graphics you have both onboard video & a videocard so check that link to see what you have is correct.
 
Are there 2 VGA ports on the back of the computer? If so try the other one, it may be that the onboard video is disabled in favor of the video card but you've plugged the cable into the onboard's plug and not the card's.
 
If the one ffg7 linked is correct, you'll need a HDMI, DisplayPort, or DVI cable, or a DVI to VGA adapter if the monitor only has a VGA port. According to the specs the onboard is automatically disabled when there is a video card present, if you click the + sign next to the Radeon HD 6670 listing you'll see a photo of the card's ports.

Solution
okay, so I just got back with my computer things. The key board will not work so I'll have to go buy a new one. The DVI cable did work initially when I plugged it in but I had to switch around plugs in the power strip so now I'm back to square one with the "Entering power saving mode".

The monitor is a Dell s2340m
 
I unplugged the DVI cable from the monitor and turned the computer off. Once I plugged the DVI cable back in I turned off and on the monitor and turned on the computer (oh so confusing I know) and it worked! So now I just need a key board. Sigh.
