Solution
The 760MT can be upgraded in a few ways. You can see the CPUs here and their relative performance. Any Q6600 scoring mid 30% are tape mod overclocks.

The only GPUs that fit as is are the Zotac GTX1050 2GB Mini, and the Zotac GTX1050Ti 4GB Mini. They can run off of the existing PSU. They can also be moved forward to another computer later. Low profile GTX750 can be installed with a single tall bracket.
The heatsink D9729 drops right in and is rated for a 120W PentiumD CPU. More than enough for the 95W limited Opti760.
The only MB swap I can recommend for that is the nearly identical Optiplex 780MT which has DDR3 1066 support up to 16GB. But the DDR2 800 is just...

basically Q9650, or Q9550, 8GB DDR2 800 low density, and a Zotac GTX1050 2GB Mini is a good setup for that. It can make a low end 1080P gamer.
Here's the Q6600 3GHz tapemod. The 2nd photo is it.
