Question Dell optiplex 760 turns on but missing vga signal

I got an old optiplex 760 and am trying to turn it back on, at first I thought it was the old power supply but the I tested the individual voltages and it checked out, it’s an old device, it has a 666Mhz ddr2 I thought it may be the issue but they seem to be working fine and the graphics PCI is brand new so I removed that and it still doesn’t show any signal. The pc has a weird latch button like the one you find when you close a refrigerator door, I thought that was broken so I stripped the wires and reattached the connection. I am basically out of ideas. What other options should i try to turn this thing on?

The main problem is the missing VGA signal

Mini tower computer form, sorry for the confusion just pulled the manual to be sure
