[SOLVED] Dell Optiplex 790. Number one and three error:

So I have tried to go into Windows to do my college work with MS Access but I got this error:

I heard online its a RAM problem but not 100% sure.
Any help would be loved.

Hi my PC was able to boot up after I have unplug the power lead from the pc for 12 minutes then after that i put it back in and powered up.
