How To Dell Optiplex 9020 and others; how do you replace the expansion card locking mechanism

My Dell Optiplex 9020 mini-tower machine has suffered a problem common to other Dell office machines. Apparently they include the

7010 7020 9010 9020 3010 3020 and 3620 models.​

The little locking mechanism that holds in the cards (in my case a GPU and a wifi card) is broken. This is a known problem for many Dell office systems. On eBay I bought a pair of used locking mechanisms (the eBay listing is at https://www.ebay.com/itm/333798565611 ) . But I can't figure out how you install the thing! Does anyone know how to replace this thing? (This has happened to other systems, and I've wound up duct-taping the thing closed, which isn't really a positive way to make sure the cards stay in place.) Thanks for any help you can provide!
