i have a dell optiplex 9020mt 4570 i play mostly racing sims(assetto corsa comp)with a gtx 1650 is an i7 4790 a good upgrade payth for cpu with a gtx 1660ti as a gpu upgrade

Yep, that's an upgrade path, but you wouldn't see much of an improvement from it unless you went with the 4790k and a 2060/2070:
