Hi. Apologies if this is in the wrong section, just wanted to ask this.

Dell OptiPlex 960
Core 2 Quad Q9550 @ 2.83ghz
8 GB RAM

Would this (along with a GPU under $100) be able to run games such as Team Fortress 2, Counter-Strike: Global Offensive, and League of Legends at 60FPS with the lowest possible graphical settingsalong with 800 x 600 resolution?

Solution
Because you will play the games at 800 x 600 resolution, get the r7 260x + one PSU for $107, the cx 500 will be good enough for your PC even it is not the best one.

What format is your dell 960? Mini-Tower ( PSU 305W), desktop (PSU 255W), or small form factor ( PSU 235W)? http://www.dell.com/us/business/p/optiplex-960/pd

If you have the Mini-Tower, and you can buy the good PSU + the better GPU you can afford. Best Graphics Cards For The Money http://www.tomshardware.com/reviews/gaming-graphics-card-review,3107-7.html
If you have the Desktop, you can buy the low profile GT740 DDR5 or R7 250, GT 730 DDR5.
If you have the SFF, you are better to buy the low profile GT 730 DDR5 http://www.newegg.com/Product/Product.aspx?Item=N82E16814133542 , at least I did upgrade it in the same PC for my friend.

When you buy the GT730, make sure you get the DDR5 one, but do not buy the DDR3 even it comes with the 2GB.

Forgot to mention, it's a Mini-Tower. I already planned on replacing the PSU anyway.
