The maximum RAM supported by your laptop is less than what the CPU supports because your laptop only has two RAM slots, and each slot supports 16GB max.

So, simple arithmetic, 2 x 16GB = 32GB.

Thanks for your response. I was wondering because there's a company that claims their 64GB RAM kit can be used on Precision 3530.

I cannot comment on that CompuRAM article (it's beyond my level of expertise).

If you think your Dell Precision 3530 can take more than 32GB RAM, only way to know for sure is to try it.

I've given you the link to the official specs in my previous post, that's as far as I go.
