Hi,
I want to buy a dell r720 for homelab. Learning etc

I want to know if I can set up a windows 10 pro vm and access the gui remotely.
Also does the r720 have basic video card so I can see the windows gui? If not is it possible to add a video card?

It has an on-board video (VGA). I wouldn't call it a video card. Can you add one? It depends if you get the proper PCIe riser cards when you purchase the server.
The R720 will be VERY LOUD. You don't want to have it in a normal home room setting. Basement or garage, IMO.

Are you dead set on a rack mount server? You could look at the dell T series. I have 2 HP DL 380 gen 6 servers and a DL380 gen 8 server and they are loud if not kept cool. I have a Dell T5610 dual Xeon E5-2637 V2 and 32Gb that sits on my desk as a home server and is whisper quiet.
