Question Dell XPS 8300 stuck in boot/reboot loop

Have a user in our office with xps 8300 who requested her machine have it's PSU replaced. Upon replacing it, I realized that it was stuck in a boot loop where it would not POST, only turn on for a few seconds before turning itself off, repeating until I manually unplugged it.

I've tried some of the solutions mentioned in other threads (removing CMOS battery, holding down power button for 40 seconds, then reinserting the battery) but that did not work. I also tried moving the jumper settings and checking for bad RAM sticks but nothing has worked.

If you have other PCs in your office on the same socket, then you could swap parts around and see what works. Firstly, I'd simply take the CPU from another PC and try it in the one that doesn't work.
