Question Desktop Computer Freezing

My computer freezes up for about a minute at a time. It starts with 10 seconds of unresponsiveness, then the mouse stops moving. After this minute is up, it works fine for about 5 minutes give or take and then repeats.

This has been going on for about two years. I am completely lost as to what is causing this issue as well. Even with a completely clean install of windows 10, the issue still persists.

When this full system freeze occurs, I have observed a large performance spike in task manager, but have been unable to find which program is causing this spike. I have not observed any change in cpu or gpu temperature when it occurs.

Here are my specs:
CPU: intel i5-4690k
Motherboard: Asus Z97-A
RAM: 16 GB DDR3 (2x 8GB)
CPU Cooler: Cooler Master Hyper 212 EVO
Video Card: Asus Strix GTX 970
PSU: EVGA SuperNOVA 80+ GOLD
Hard Drives: SanDisk Z400s 2.5" 64GB SATA III MLC Internal Solid State Drive
OS: Windows 10 64-bit
Case: Fractal Design Define XL R2 Black Silent
Keyboard: Razer Blackwidow Chroma
Mouse: Razer Mamba Wireless
Headset: Razer Kraken V2

Steps I have taken:
  1. Uninstall and Re-install many drivers. Mainly nvidia drivers.
  2. Turning Link-State Power Management Off
  3. Using PC without gpu
  4. Re-Applying CPU Thermal Paste
  5. Re-Installing Windows on Different Drives
  6. Changing Ram to Different Slots
  7. Using Different Monitor Inputs
  8. Many small things
 
chekc cpu/gpu temp?
ram and hdd usage? ram test? hdd health test?
malware scan?
My cpu and gpu temperatures seem normal. They are shown in the image below:

My ram is approximately four years old, but running memtest yields no errors. The hard drive can be removed as a variable, as I have tested more than one windows installation on different drives independent from each other. I ran a hard drive health test tool which can be shown in the image link. I also ran a full bitdefender scan on my main C: drive, and the problem still persists even on a completely clean windows installation, so malware couldn't be the issue. Thanks for replying.
