Desktop getting only a third of the internet speed it should.

I did speed tests on my desktop with wifi and Ethernet connected, and they were the same speeds (.2 Mbps), then I did wifi and Ethernet on my laptop and it got .6 mbps (which it should be), I have a nvidia graphics card and no type of motherboard that limits internet, so I don't know why this is happening. I disabled my antivirus and it didn't change anything.

Intel i7-4790 @ 3.60GHz
Dell Wireless 1703 802.11b/g/n (2.4GHz)
