Desktop icons move around when switching monitors

I use desktop icons for all my games and apps and they're neatly laid out. I have a 21.5 inch as my main monitor and a 28 inch tv right beside it. I can only use 1 at a time so I switch the hdmis. When I switch to the 28 and back to 21 the icons are all over the place and it's very frustrating.

Auto arrange is turned off. How do I stop this? Im assuming because it's a bigger monitor.
