Desktop is Zoomed in on Windows 8. 1

I downloaded the latest Nvidia driver to Windows 8.1 then restarted my computer. When the came back my screen was Zoomed in, only on the desktop, not in metro. I checked my screen resolution and it was still on 1920x1080. I also (accidentally)) deleted my display driver but then reinstalled it. Still have the same problem.
This is a brand new build btw, I was in the process of updating my drivers right after installing windows.
System specs:
Asus M5A97 mobo
Nvidia gtx 770
Amd fx6300
Win 8.1

Right click on the desktop, go to Screen resolution, and hit 'Make text and other items larger or smaller'. Set it to 100%.

Note that that's Win7 instructions, but they should work on 8.

Just would like to say this fixed the issue for me. Have to put the slider all the way to the left to "Smaller".

Right click on desktop and choose
-> Display Settings
use the search bar at the top right corner and search for " MAGNIFIER"
choose -> Start magnifier automatically
Turn off magnifier
