Desktop keeps freezing

My desktop has an Athlon II X4 635, with 4gb of ram and Windows 7.

Recently it is having freezing issues, like after booting and loading Windows, it gets stuck in the home screen for about 15 minutes before getting responsive. Even after that every program loads very slowly, with the system freezing almost all the time.

I thought it might be be an issue with either the OS or HDD, so i tired reinstalling the OS.

I tried using Windows 7 on a bootable Pend Drive, but even then, while loading the windows setup from the pendrive, the system is running exceptionally slow and sometimes being unresponsive.

Does this mean I have a problem with the CPU?
Please suggest.
 
Check which processes and services that is most demanding, to see if something strange going on:
Start > type Resource Monitor > open up the window so you better can see > click Processor > make sure that you can see both Processes and Services
and then sort by clicking the CPU column (in both windows) and make sure that the very tiny arrow point downwards - it will sort all the most demanding processes with the highest from top > Take a screen shot of that.

But one thing I wondering about; could it be that Your system is trying to do some updates, perhaps to Windows 10?
Start > Control Panel > System & Security > Windows update om the left panel > run Windows update and if necessary restart the computer.
Then Run Windows update again and restart.
Repeat until there are no more Updates.

Well, am not sure how to insert pictures here though, but i just checked it.
Am getting a System interrupts (deferred procedure calls and interrupt service routines) with no value in threads column and 9 in CPU column. The graph shows that my CPU load is max sometimes to 70% but not more.
 


None usually, only when I loaded Photoshop then usage spiked. Else its normal, but still lags like hell.
