Desktop refresh issue

I shut my computer down a few days ago before work. I loaded it up when I got home to play some games and now my desktop keeps refreshing/reloading. I'm pretty sure it's a driver issue but I can't access my device manager, because it refreshes every 15-20 seconds. Entering safe mode it still does the same thing. I tried a restore but I keep getting the error 0x800700b7. I've tried every bit of troubleshooting possible, the start up repair worked and I was able to play 2 full counter strike matches before the desktop refreshed and continued to do so. I am thinking wiping my drive and reinstalling windows 8.1 may be my only option but I don't want to lose a lot of my files on my primary drive.

Solution
Have you tried running startup repair again? If that doesn't work, you can take your hard drive out, plug it into a spare computer/your friend's and copy your project out before reinstalling windows. Another thing. A reinstall will only wipe your OS partition. The rest stays as it is. What you currently have in your C: drive will be moved to a folder in your OS drive, named windows.old. You can copy the needed files out of that. If you do that, make sure you do it quickly. Windows automatically deletes the windows.old folder after 30 days, as I remember. Disk cleanup and other disk cleaning utilities will delete it too.
If you can get an admin cmd prompt to work try running-

sfc /scannow

& then--

Dism /Online /Cleanup-Image /RestoreHealth

It might help.

Most people fail to make system image backups.
So when something major goes wrong, they are screwed.
sfc & dism can correct some problems but not all. 🙁

I usually suggest using Macrium Reflect to make system images.
The free version is good.

It has saved my butt several times.

If he can't resolve his issues I suggest reinstalling his OS & using Macrium to save a good working system to a usb.

 
Op here I've also got a blue scree lately for iastor.sys I think that might be causing the problem it's an optional feature that is on my motherboard disc and I always just reinstalled it. That's for my intel rapid storage that auto runs on start up. But a few times it's said it's not working and sometimes it hadn't loaded at all. I updated it and it started blue screening once in a blue moon I'm running the sfc scan now btw. I got the command prompt to open
 

None of what you instructed me to do helped. It gave me a restore point of 2 days ago when the problem started so that wouldn't help me at all. If you private message me I can send you a video what my desktop is doing. If wiping and starting fresh was an option and I wouldn't lose thousands of dollars from all the music I've been recording for local bands I would do it. I made a back up about a month ago I know I should probably do them more often but the back up a month ago doesn't have the 3 projects I have on the go on it meaning I would have to refund the bands I'm working with's money. Is there anything else you can suggest? if I can get the command prompt open is there something I can type to force the regedit open and just delete the drivers I think are causing the issue? like it could be a graphics driver issue, I haven't updated them in about 3 updates.

Solution
If you want to wipe your system & reinstall why not just copy your needed files to a usb drive ?
Reinstall & put all your saved files back or just keep them on the usb ?
Then make a full system backup on usb using Macrium. :)
Backup is very important.
Backup your system !
Then you won't have these problems. :)
