1)Anyways My issue is, After I press the"shutdown" button from the start menu the screen turns black and the whole windows just shut down but the thing is everything stays on, I can hear the fans, I can still see the power button on the case illuminating and I don't know what to do.Every time I need to launch the PC again I'll have to force shutdown the whole thing(by pressing and holding on the power button) because it's still on somehow and I have to launch it again, I honestly have no problem with that but I fear that'll affect the PC's performance.
How can I Fix this issue without like a significant change in anything?

2)My PC Genius friend advised I should switch to windows 7 but the task manager on windows7 is "Feces"(politely), But I am curious will that work?

3)Oh and one more thing,Please point out any fault in my specs or like anything I could make better with the hardware I have

Help will be really appreciated
And I thank you for even giving a "Feces" about my issue
I hope you have a great day

Go to Gigabyte website and look up bios flash to latest revision. Should be under Support or Download tabs. Giga will have exact directions for doing this.
WARNING: this means you follow the directions exactly. Do not deviate, do not get impatient and shutdown thinking that will do something. Wait till it's done.

Once that's totally done, go back to Gigabyte website and download / install all the latest motherboard drivers, lan drivers, USB drivers etc that are probably out of date.
1. is this a H81M-S2PT revision 1.1? I would check you have the latest BIOS as it might help with shutdown problem, same applies to checking chipset drivers and the others available for win 10.

Win 10 should have grabbed drivers for PC but it won't touch the BIOS and what drivers it does grab are not always the newest.

2. your motherboard has more choice of win 7 drivers but if PC can run Win 10 I wouldn't go back to win 7 anymore.
3. your PC looks like mine was when I got it, slight difference in CPU and storage. More screens than I have.

I can't see any obvious places to change... any CPU upgrades would cost a new motherboard and ram so might as well stay with that till you ready to jump. GPU is about only upgrade you might need in next few years - but they always are.

Yes, Speccy is good but no Software monitors can tell you what PSU you have... I guess though it would be nice to see what temp they running at, the motherboard only gets one thing from them and no actual data (unless this exists on high end systems). PSU should have a SMART score measurement so you can see how well they are directly, people worry about everything else except a solid power supply.

Yeah, i like speccy. It gives the same temps as realtemp, which is as accurate as software gets on Intel cpu's, plus speccy has all sorts if info. No problem from me recommending it for use. But to my knowledge, only Corsair link actually has any psu monitoring, and that only applies to the 'i' series psus that have a direct connection to the mobo other than power out. I'm not exactly a big fan of CL, but that's one idea that I wouldn't mind seeing on some of the other top end brands.

Op, you have a good mix of some decent equipment, all of which should be reliable enough that issues such as this shouldn't be happening. There's only 2 things I can think of offhand that it could be. 1 is a faulty psu, and since that's the one piece of hardware not listed, I can't make any judgment on that, but 2 it's also possible it's windows itself, specifically fastboot.

There's a system file named Hyberfil.sys. It has 2 main applications, one is fastboot and the other is hibernation. They are related. With fastboot, everything in your ram is saved to storage. When you hit the power button, everything saved from ram gets put back and the pc boots directly off that info. Basically it skips everything already loaded. If there happens to be a conflict in drivers, that also gets saved, so on boot it gets stuck back in. This causes issues. On a forced reboot, fastboot is bypassed and a normal boot happens, loading all drivers from actual storage, not from ram saves. Takes longer, but is a clean boot. Now sometime later, some program corrupts power delivery somehow, it's in the ram, you do a normal shutdown, but because of the corruption, the psu doesn't completely shut down, just windows.

The thing about Hyberfil.sys is that desktop users with an SSD honestly don't need it. It's primary functionality is for laptop use with fast shutdown and wake when the lid is openef/closed. Boots take power, and battery power is a premium.

Try getting rid of Hyberfil.sys. It can't hurt you at all, and might fix the issue. It really doesn't do anything but speed up your boot by a few seconds.

Works the same on any Windows OS. Use option #1. If it doesn't fix the issue, it's either the motherboard not allowing the psu to shut down (windows will, it's just software) or there's an internal issue in the psu.

I am not that good at PCs so can you make #1's answer an answer for idiots so i can undersstand
