Question Desktop shutdown/reboot issue

I have an older PC that I built using recommended parts from PCPartPicker a few years ago. It initial randomly shutdown and reboot after I built it, it wasn't too bad but got way too frequent and out of frustration I parked it and used my laptop instead.
Now I want to revive this PC, however the computer shut down problem is still present.

System:
Current old Motherboard: - Gigabyte LGA1151 Intel B150 Micro ATX DDR4 Motherboard, GA-B150M-DS3H

No daughter board

I tried a long time attempting to narrow down the issue

What I have done:

  • Swap in a new power supply
  • Removing RAM, swapping one at a time, them around, cleaning off the ends and socket
  • Remove all SSD drives, boot without them
  • Remove Mobo from the system case - strip all components except CPU, the new power supply and RAM and power it up with a screw driver
  • Remove and re-apply thermal paste (arctic silver)
  • Checked: the CPU fan is working correctly and properly installed, CPU temp 40 degrees Celsius on ideal and in BIOS
  • Upgrade from Win 7 to Win 10
  • BIOS upgrade (System still keep shuting down while I was in the BIOS)
  • Finally decide to purchase a new motherboard, unfortunately it exhibited the same shutdown issue

I doubt this is a CPU issue (?) and therefore wondering if the memory settings might need to be adjusted in the BIOS, if so how to do this, or both RAM have gone bad and need to changed?

Seeking some feedback from the community on this, I am on a budget and really want a working desktop PC again without the expense of building a new system, is it worth trying new memory or attempting to make adjustment to memory setting (if possible) in the BIOS? I dont have access to spears to test this.

If new RAM is needed can some people recommend me the most compatible one (8 Gig) hopefully available on amazon, I really don't want to use Corsair Vengeance again, which PCPartsPicker is recommending again.

This three parts don't make a working system. What other parts are in the house?
