i want to buy a gaming desktop that can play skyrim on ultra but i don't know anything about specs and stuff. what specs do i need to play skyrim on ultra?

GTX 760 more than you need to maxed out Skyrim. Its best bang for buck.

Sorry for late reply, Yes, operating system, it cost about $90, or for an alternative you can get it from friend.
others will be peripheral as monitor, mouse, keyboard.
Do you want me to include all within $800, i will do so if you ask to but you may sacrifice some performance.

Not really necessary, you could buy it if you want, CM TX3, Xigmatek Gaia, either of this should able to cool your chip.
I suggest you added case fan for top(exhaust) and side(intake)
#exhaust must better than intake air to ensure proper dissipation#
