Desktop wont start

I just received a new pc Ultra 600W power supply and i cant seen to start up my desktop i plugged it into the socket and turned the Master Power Switch after that i heard some static sound and now i cant turn my desktop on is it a powersupply problem or a motherboard problem>

What was the new PSU for? Was the PC working ok before it was installed?

If the PSU works ok in another system, than it is the MB.
